1pctCO2-rad: new restart

What has changed?

This PR cherry picks the changes from #473 into the 1pctCO2-rad configuration, specifically:

• updates the restart to the latest dev-preindustrial+concentrations restart
• UM code and MOM namelist changes to allow starting from year 1.
