Update eofs to 1.1.0

The eofs package is being used in pcmdi_metrics and the current version is trailing the latest release by a considerable margin (most likely ~2 years behind the latest).

@doutriaux1 it would be great if we can get this update into 2.4.1, otherwise right after the release would be ideal.
