inverted levels do not plot properly

when data are read from 1000 -> 0 plots are not rendered correctly

This was a serious bug that @painter1 uncovered! Revealed a lots of issues! Thx Jeff!

Did the levels bug have anything to do with the error reported at PCMDI/pcmdi_metrics#59 and #580?

If so let me know when this fix is committed and I'll have another go testing the existing portrait plot

@doutriaux1 I have concern about this branch.Lets talk today when you get a chance. In the mean time I updated the branch to current master (rebased as it has conflicts):

@doutriaux1 did this have anything to do with the VCS problem decribed in PCMDI/pcmdi_metrics#59 and #580?

Just wondering whether I should rebuild and try again to test things out..
