DL3006 warning: Always tag the version of an image explicitly

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: actions/checkout@v3, actions/download-artifact@v4, docker/metadata-action@v5, docker/setup-buildx-action@v3.
