New testlist for noresm/betzy

Below is a proposed test list for aux_clm_noresm.

The following was obtained using the following in $SRCROOT/cime/scripts:

• I took a guess for the above - so I'm happy to add more tests back in - or remove more. This is just a starting point.
• I changed the compiler to betzy_intel and replaced the ocean t232 should be by tn14.
• We also will need to add a test for FATES/NOCOMP and drydep at the least.

SMS_Ld5.ne30pg3_ne30pg3_mtn14 - I850 with Fates-SP and Fates-Nocomp
Fates-SP should point to the new initial conditions created by @maritsandstad?

I would suggest running a suite with these changes and then just altering the that fail on queue step.

@mvdebolskiy - thanks. So I'm wondering since we have a much smaller set of tests - why we don't just run ne30pg3_ne30pg3_tn14 for the tests - and also make sure that FATES is using the new 16pft dataset I created.
We could run a little longer if needed. Thoughts?
