* fix(ci): align ESLint with molindo and ESM @actions imports

eslint-config-molindo targets ESLint 9; ESLint 10 breaks lint with unused-imports and loading presets.

@actions/core and @actions/github v3/v9 are ESM-only without default exports—use namespace imports so eslint-plugin-import/default passes.
