[Feature] add AppendParametersComponent

What is the purpose of the change

add AppendParametersComponent to dynamically add some parameters / check config

Brief changelog

• add new SPI AppendParametersComponent
• when ServiceConfig/ReferenceConfig init, AppendParametersComponents will init and check
