Downgrade lerna (#1293)

This commit downgrades and pins lerna to the previous minor. Thanks
to @abernix for mentioning an issue he discovered while using the
`prerelease` functionality. More details pending further
investigation, but for now this will work fine and prevent partial
publishes that @abernix encountered.
