Bump @tootallnate/once and jest in /resources/cdk/ecr_repositories

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [jest](https://github.com/jestjs/jest/tree/HEAD/packages/jest). These dependencies need to be updated together.

Updates `jest` from 27.5.1 to 30.2.0
