Pin snpeff=5.2 exact — 5.3+/5.4+ require openjdk>=21 which conflicts on ARM64

snpeff 5.3+ needs Java 21+, which pulls in harfbuzz/icu versions that
conflict with fgbio's r-base, vphaser2's boost-cpp, and csvkit's pyicu
on ARM64. snpeff 5.2 already includes the Log4Shell fix (log4j 2.17.1).
