feat: add toolchain data, fetch scripts, MkDocs generation, and CI

- TOML data for 8 compilers, 10+ build systems, 19 tools, 15 libc
  implementations, C++ stdlibs, runtime libs, sanitizers, and targets
- fetch_data.py: automated data fetching from GitHub API and web sources
  with merge strategy to preserve manually curated entries
- generate_docs.py: TOML → MkDocs Material site with navigation tabs
- pixi.toml: dependency management (Python, requests, tomli-w, mkdocs-material)
- CI: daily data update workflow + GitHub Pages deployment on push
