Add Chinese Sequelize CLI documentation (cli.md)

Add a new cli.md containing comprehensive Chinese documentation for the Sequelize CLI. Covers installation, project initialization, configuration (.sequelizerc and dynamic config), creating models and migrations (with multiple examples including transactions, FK, indexes, and async/await), running/undoing migrations, seeders (generate/run/undo), storage options, Babel usage, security notes, and using connection URLs. Notes that the CLI and docs are not yet ready for Sequelize 7 and suggests using Sequelize 6 or umzug as alternatives.
