Bump @tootallnate/once and pacote

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [pacote](https://github.com/npm/pacote). These dependencies need to be updated together.


Removes `@tootallnate/once`

Updates `pacote` from 15.0.8 to 21.4.0
