TSmuxeR live stream dvb muxing. Two TS streams including Teletext. (Yes old Teletext format?)

Hello,
I'm wanting to mux two HD TS streames SPTS to a MPTS as well as adding a Teletext PES.
I've been using ffmpeg to generate the HD content which is 1 x h264 encoded 1920x1080 25 fps video with a single aac sound track. 48Khz 160k bps.
The TS is regulated and meta added for a CBR at 45000kbs. The output's piped via UDP multicast group 224.0.0.1:9999?pkt_size=1316. Other is the same HD (different content) UDP multicast group 224.0.0.2:9999

Question?

1. Can TSmuxeR operate to mux both SPTS to a MPTS at an higher bit rate and stuff with NULL packets to achieve final CBR rate?
2. I see no mention of Teletext muxing. Is this possible, since it partially done to allow Subtitles via Teletext sublayer?
   If so, please let me know how to work through giving it a try?

Could this functionality be added to achieve such?
