Promotion code not applying when product has 0 price (Buy X Get Y)

I’ve noticed an issue with Buy X Get Y promotions in Medusa.

• If both products have regular prices (e.g., $10 and $15), the promotion applies correctly.
• But if one of the products has a price of 0, the promotion code does not apply.

Steps to reproduce

1. Create two products:
   • Product A → $10
   • Product B → $0
2. Create a Buy X Get Y promotion (e.g., Buy A, Get B).
3. Add both products to the cart and apply the promotion code.
4. The promotion does not apply.

Question

Is this the expected behavior , or a bug that should be fixed?

@vishalmakwana111 what is your use case? The product is already free, so why would you want the promotion applied?
