Bump tar, @microsoft/vscode-azext-dev and copy-webpack-plugin (#4890)

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar), [@microsoft/vscode-azext-dev](https://github.com/Microsoft/vscode-azuretools) and [copy-webpack-plugin](https://github.com/webpack-contrib/copy-webpack-plugin). These dependencies need to be updated together.


Removes `tar`

Updates `@microsoft/vscode-azext-dev` from 2.1.0 to 2.1.2
