Bumps [lodash](https://github.com/lodash/lodash) to 4.18.1 and updates ancestor dependency [@microsoft/api-extractor](https://github.com/microsoft/rushstack/tree/HEAD/apps/api-extractor). These dependencies need to be updated together.
