To configure the width of the comment paragraph, navigate to Settings/Preferences | Editor | Code Style | Go | Other | Fill paragraph width. After that, invoke the Show Context Action via ⌥⏎ (macOS) / Alt+Enter (Windows/Linux), and choose the Fill paragraph action.
