chore(psalm): update deprecated method baseline

- Remove stale ThemingController entry (deprecated IConfig::getAppValue
  calls replaced with IAppConfig::getAppValueString)
- Add CommentsEventListener::getEvent() (pre-existing deprecated usage
  not previously baselined)
