service/telemetry: deprecate TracesConfig (#13904)

#### Description

service/telemetry.TracesConfig is deprecated. This type alias has been
added to otelconftelemetry.TracesConfig as part of #4970, which is where
the otelconf-based telemetry implementation now lives.
