Copilot review fixes now always creates a standalone PR?

Before yesterday, I was able to ask Copilot on GH to fix review comments directly in the PR. It would create a session within the PR, address the issue,s and resolve comments.
Today something changed

• The default prompt when clicking "Implement all suggestions" changed to @copilot open a new pull request to apply changes based on the comments in [this thread](https://github.com/blahblahblah)
• "@copilot" mention in the comments with DIRECT PROMPT to not create a PR is being ignored

Why is this an issue

• separate PRs triggers unnecessary flows (such as review) which can cascade to review on review on review...
• When Copilot works on PR fixes in isolation, it can't resolve and comment on initial PR comments, which kills productivity

I have had almost exactly the opposite issue. I often want it to submit a new PR for any changes, but it'll just commit it directly to the branch which will often result in broken builds and then I have to go and fix that before I can bring in my own PR. It would be good if it respected me saying "Please submit a different PR for this" as it often doesn't in my experience.
