It looks like this might be related to rate limiting or model availability issues on GitHub Copilot (these have been happening quite frequently recently).
A few things you can try:
Check your plan & limits Even with Pro/Pro+, there are still usage limits (especially for newer or more powerful models). Hitting those can result in errors like this.
Try switching models Some models may be temporarily unavailable or restricted. Switching to a different one in the Copilot picker can help.
Sign out & back in / restart IDE Sounds basic, but it often resolves token/session-related issues.
Wait for reset If this is a quota issue, it usually resets after some time (hourly/daily/weekly depending on the limit).
Check GitHub status Sometimes this is on GitHub’s side (ongoing incidents or degraded Copilot service).

I’ve tried re-logging but it doesn't work. I'm Pro + plan and there's still 80% of my usage quota remaining for two weeks. What's weird is that the xhigh model shows up fine in VS Code, but it seems to be disabled or blocked only in the Copilot CLI. Is this a known issue?

GPT-5.4-xhigh is gone from my CLI at work.

GPT-5.4-xhigh is still in my CLI at home.

GPT-5.4-xhigh is also strangely available in VSCode at work.

All three use the same account, and both CLI are on the same version (latest). The only difference is which IP address I'm on. Or some kind of broken environment variable. I tried logging out and logging back in, no difference, tried updating and reinstalling as well.
