One GitHub Copilot user in our organization has hit the usage limit and the quota is not resetting correctly.

Organization: custcap
Affected user: "Personal info edited by staff"
Plan: Copilot Business
Issue:

User receives “limit reached” message
Waiting period did not reset usage
Other users are unaffected

Please verify/reset the quota or investigate backend usage tracking.
