I will note that I'm now up to $22.60 in Copilot usage, and it's still a roughly even mix of "Coding Agent" and "Code Reviewer" despite the fact that I've aggressively switched off everything I can find in VSC related to AI features and have not used Copilot on the web other than for code reviews. |

If you're barely using the Coding Agent, I'd expect that number to be way lower. My first thought was that maybe some PR review actions are getting counted as Coding Agent usage, but thats just a guess. I havent found a setting to completely turn off the Coding Agent while keeping Code Review enabled. If the usage keeps going up even after you've disabled everything you can find, I'd probably open a support ticket. It honestly sounds more like a tracking issue than actual usage. |

Just to add to the weirdness: The "included usage" numbers have increased by ~$10 since I first noticed them -- which was after I had maxed out the included usage.

Copilot in GitHub
Body
I have a personal account. I saw that I'd hit the new usage limits already (they reset in 29 days for my account) which made no sense. I checked the usage and it was roughly evenly split between Coding Agent and Code Review.
The Code Review part, I might find plausible. The Coding Agent part? Not so much. I go out of my way to avoid using the Copilot Coding Agent. I consider it a failure when the code reviewer proactively adds a commit to a PR when it was only asked to do a review. (It happens on occasion.)
How do I ensure the Coding Agent is completely disabled for my account, without disabling the Code Reviewer?
