The following is a simplified example for a question that I have for a real-world enteprise (with far more seats and cost centers):

Consider this setup:

• 1 enterprise
• 4 Copilot Business seats total
• 2 users assigned to CC_A
• 2 users assigned to CC_B

Based on current documentation, we understand that:

• Copilot Business includes 1,900 AI credits per user per month
• included AI credits are pooled at the enterprise level
• additional usage beyond the included pool is charged at $0.01 USD per AI credit
• Copilot license and usage attribution to cost centers is based on users / license-granting organization

The scenario we want clarified is:

• Total included pool for the enterprise: 4 × 1,900 = 7,600 AI credits
• In the first half of the month, users in CC_A consume 7,600 AI credits
• Users in CC_A then consume no more credits for the rest of the month
• In the second half of the month, users in CC_B consume 3,600 AI credits
• Total monthly usage is 11,200 AI credits, so 3,600 AI credits are above the included pool
• Our question is:

How are the additional 3,600 AI credits attributed to cost centers for billing/reporting purposes?

More specifically:

1. Are the overage charges attributed entirely to CC_B, because that cost center generated the usage after the enterprise pool was already exhausted?
2. Or are included pooled AI credits apportioned across cost centers in some other way before metered charges are assigned?
3. In billing reports, which fields should we review to confirm this attribution for Copilot AI credit overage by cost center?
4. If cost-center budgets are configured, how do they interact with a shared enterprise AI credit pool in a case like this?
