Remove StRoot/RTS/include/FTP/FTPC_PADKEY.h (star-bnl#195)

This file appears to be unused but conflicts with StRoot/RTS/include/FTP/ftpc_padkey.h Removing it resolves star-bnl#194. For details see star-bnl#194
