Upgrade to latest version of SVG Optimizer (#886)

* Upgrade to latest version of SVG Optimizer

This includes a bug fix which prevents malformed SVGs when rendering on macOS or iOS platforms.

Closes #866

* Bump NodeJS version used in Actions for svgo

* Use latest NodeJS LTS

* Revert npm to yarn change

* Optimize SVGs

* Create forty-owls-melt.md

* Update snapshots

* Remove unneeded package manager declaration

* Bump to SVGO 3.0.2

* Update snapshot
