Description of feature or bug
Both admin and conf_admin have close to identical rights. Because of that we should probably just merge them. I would delete the conf_admin and keep the admin but give the admin all rights the conf_admin currently has.

Additional context
Make sure that every conf_admin is an admin after this change.
And update all components that require conf_admin rights to now only require admin rights
