[Auto-Recovery][Autotuner] Add checkpoint tests

Add test_autotuner_checkpoint.py with 17 tests covering checkpoint
save/load cycles for all search algorithms (PatternSearch,
LFBOPatternSearch, LFBOTreeSearch, DE, DESurrogateHybrid).
