chore(orchestrator): bump rhdh-plugins ref and sync metadata

- Pin repo-ref to 26ce797d7aac1965c03a45a7ac6a63a542d18620
- Set repo-backstage-version to 1.49.3 (workspaces/orchestrator/backstage.json)
- Align spec.version and supportedVersions with upstream package.json at ref
