chore: remove PR CI and Jira skill automation

- Removed the `pr-ci` automation suite used for pull request management.
- Deleted the corresponding Claude skills and reference documentation
  for Jira ticket generation.
- Cleaned up the project structure to remove obsolete workflow tools.
