The option only appears when acting on a report (and can be disabled, just like the e-mail itself can be omitted). When enabled, it takes the statuses from the report. I've investigated adding a UI for selecting specific statuses instead of taking the ones from the report, but it makes the UI very clunky and more confusing, and it seems to me like this is enough.
