LD-203 filings are semi-annual contribution reports filed by registered federal lobbyists and lobbying firms under Section 203 of HLOGA. The project had not previously researched these filings. This document covers LD-203 data for Meta Platforms and Adams and Reese retrieved via the Senate LDA public API at lda.senate.gov/api/v1/contributions/.

2.5 Key Finding: Influence Through Lobbying, Not Campaign Finance

Kim Carver publicly confirmed that a Meta lobbyist brought HB-570's legislative language directly to her. Meta deployed 12 lobbyists across 9 firms and spent at least $324,992 on the Louisiana legislative push. Yet across every campaign finance filing from 2023 through 2025:

  • Zero dollars from Meta or Facebook reached Carver's campaign
  • Zero dollars from Pelican State Partners (Meta's LA lobbying firm that also lobbies for Roblox)
  • The only connection to Meta's lobbying network is Adams and Reese PAC's $1,250 contribution during the 2023 election, a standard lobbying-firm PAC contribution made to dozens of Louisiana legislators
  • During the entire 2024-2025 period when HB-570 moved from draft to law, Carver's campaign account received zero contributions from anyone

The influence operated entirely through the lobbying channel. The $324,992+ in lobbying payments bought access and legislative text drafting. Campaign contributions were not the mechanism.
