Bump tar and copy-webpack-plugin

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [copy-webpack-plugin](https://github.com/webpack/copy-webpack-plugin). These dependencies need to be updated together.


Removes `tar`

Updates `copy-webpack-plugin` from 6.4.1 to 14.0.0
