What is the end goal of the Yggdrasil Network?

The main page says Yggdrasil is “a future-proof and decentralised alternative to the structured routing protocols commonly used today on the Internet, and an enabling technology for future large-scale mesh networks.”

Am I right in thinking the actual primary target use cases are:

• a VPN-like overlay network / private routing between nodes, and/or
• community or enthusiast-built networks (e.g., local meshes, mutual-aid/community ISPs)?

If the goal is something closer to internet-scale routing, I’m not seeing what would motivate operators who already carry large volumes of traffic to adopt it, since participating at that scale implies real costs (hardware, bandwidth, operational overhead).
