Jobs not showing a "not found" message if no results come back from filter

Describe the bug

In Zowe Explorer jobs view, when performing a filter search and no results match the specified filter, the tree does not display a "not found" message to tell the user the results of their search. This can already be seen implemented in the Data Sets view when performing a filter search and it shows "Data sets not found".

To Reproduce

1. Open the jobs view in Zowe Explorer
2. Perform a filter search in the jobs view with the search button, make sure it will return no results back
3. the tree should not show anything below the profile used if no results were returned

Expected behavior

Should show a clear message saying the jobs were not found.
