Add UI for managing local storage history data for USS/DS/Jobs

For Zowe Explorer 3.0 I would like to see a UI for managing history data for DS/USS/Jobs.

Describe the solution you'd like

This could be similar to how google chrome has a history manager for browser history for example

Describe alternatives you've considered

currently a user has to manually enter the sqlite db and manually erase, which is not as intuitive
