Extenders and users reporting issues with credentials across platforms

Extenders and users of extender's extensions are reporting issues getting secured values from the vault in VS Code since the removal of keytar support. Extenders have done the update to bundle Zowe Secrets but make calls to ProfilesCache where the failures are rising.
