[vNext] DS Templates setting to be accessible and usable via workspace settings

After demoing the data set creation template feature, users asked if these templates could easily be shared with coworkers/team members. In v3 work, all of history items are no longer stored in the settings so this setting would need to be removed from the history group and added back to vsc settings.
