Should we remove all the orphaned/unused code files

There are various files in this repository which are unused, e.g.

• serial folder
• drivers other than access/auscom
• ++

Should we remove these for clarity? They would still exist in the git history and https://github.com/CICE-Consortium/CICE-svn-trunk

There's two ways this shows up mainly:

1. unused files, e.g. those in the drivers folder. I think we could delete all the drivers we don't use. They are in the upstream repo and the git history still
2. Use of #ifdef AusCOM - we always build with this but there are changes specific to our use which don't have this #ifdef - so I think we could just make this the default case and get rid of everything relying on AusCOM not being set.
3. Use of #ifdef AusCOM or #ifdef ACCESS in the drivers folder - again, these aren't applied consistently, and the whole drivers/auscom or drivers/access folder is built for om2 and esm1.6 respectively, so might be easiest to remove all the use of #ifdef in these folders
