As discussed in detail in call on 1 April (I think!) the purpose and benefit of a standardized "parent manifest" needs to be clear before we adopt this. Having a structured YAML file gives the instant impression that it could be processed by e.g. an orchestrator to automatically choose one of the manifests. But there are no properties here that actually enable that. At best, it is currently only "structured documentation" that could be presented to a user to make the choice.
