Create docker container for python development

Description

This docker container should create an image that will be most up-to-date development environment and ensure dependency parity. It will contain both the files necessary to run the simulated subsystem as well as the local net required.

Deliverables

• Create a working Docker file.
• Auto clone/pull newest commit Ex3 repositories on container start.
• Include all python dependencies. -Add pickle
• Set up all TCP ports for each individual component.
• Set up network manager that tracks the status of all used ports.
