[Bug]: switching profiles repository level is not working well

Description

When activating switching profiles repository level is nor working well

Steps to Reproduce

Install one bundle with repository level and then switch profiles.

Profiles are only at user level

Expected Behavior

When arriving on a repository profile should be enabled with what is in lockfile

Actual Behavior

Unconsistent behavior
