[Feature Request] Support config with comment

For parsing *ray configs, one could use or impl a reader like v2ray-core or xray-core

I recently found out that the need to write back config in this project makes this feature a bit hard to impl.
Writing a temp config (and then using it to start service) rather than writing back to original file would actually make this feature a lot easier.
