Compile without USD_BIN directory

Describe the bug
When the USD_BIN directory is not on disk, arnold-usd compilation will fail. In our recent usd static version, we don't compile any executable and the bin directory is stripped. We want to be able to compile arnold-usd without a USD_BIN directory.
