Changing the frame should not re-initialize the procedural #2352

The procedural attribute "frame" is marked as triggering a reinitializition, so when we scrub the timeline it forces the proc to fully load from scratch. Also, in Maya & 3dsMax, it can also trigger a bug where the procedural contents disappear after changing the frame.
