Update vcpkg SHA to the same that C++ is using (Azure/azure-sdk-for-cpp#5564).
There is no urgent reason, we just should be doing it periodically (same reason as #2744).
@vaavva, please let me know if you want the same PR with this commit being cherry-picked from
maintofeature/v2branch, once this PR gets merged.My understanding is that you do merge
mainintofeature/v2on a regular basis anyway (#2745 (comment)).
