Move these files to docs/spring folder at the root of the repo.
All the docs are expected to be centralized there for the repo.

This PR migrates Spring Cloud Azure documentation content from the GitHub Wiki into sdk/spring/docs to keep docs versioned with the codebase and address broken references (notably the Spring versions mapping).
