Docs: Create a static web page from the Docs folder

Please provide us with the following information:

I would like to propose creating a static website from the docs folder. This would allow us to provide a more user-friendly and accessible format for tutorials and guides, similar to other Microsoft open-source projects like Prompt flow, which uses the docs folder to host static web pages on GitHub.
