Adding the Warning about "Locking" of the tokens in EVM part of LW after restart

What would you like to be added:

The warning, similar to the note about the high "Dex stabi fee", when one is executing the "Convert" tokens from EVM to DVM side in LW and after "Restart DFIP" implementation, the part of "Converted" tokens will be locked.

Why is this needed:

It is always good to warn users about such mechanics, especially for "beginners".
